Thunar should probably not send thumbnail requests to tumbler if thumbnail display is disabled

thunar 4.19.2+649+g26c24ddfc on Arch Linux

Steps to reproduce

1. Disable thumbnail display (completely or only for remote locations)
2. Run

   pkill tumblerd
   G_MESSAGES_PREFIXED= G_MESSAGES_DEBUG=all $(pkg-config --variable=libdir tumbler-1)/tumbler-1/tumblerd

3. Open thunar and browse a directory with files that can be thumbnailed (remote location if needed)

Current behavior

Thunar doesn't display thumbnails, but tumbler's logs show that it receives requests from thunar

Expected outcome

Thunar should not send requests to tumbler

It looks like this is caused by calling thunar_file_request_thumbnail inside thunar_icon_renderer_render.
