build: Use ACLOCAL_FLAGS environment variable

Use ACLOCAL_FLAGS environment variable to add an explicit search path for m4 macros. This is required when xfce4-dev-tools are not installed to the default location.

All Xfce core components and applications with the exception of this one already use this environment variable.
