Create new function xfce_create_shared_thumbnail_uri

chrysn requested to merge chrysn/libxfce4util:xfce_create_shared_thumbnail_uri into master

... deprecating the _path equivalent by a slightly more powerful version.

This is largely a copy of the "old" xfce_create_shared_thumbnail_path function of !18 (merged) by @SKefalidis, but returning URIs to enable remote thumbnails.
