Adds new README.md and updates AM_INIT_AUTOMAKE macro with foreign option
Creates new README.md following xfce4-settings as a template. Updates the AM_INIT_AUTOMAKE macro in configure.ac.in to include keyword 'foreign'. This allows for the removal of the plain-text README file.
