Fix COPYING containing wrong license

Akbarkhon Variskhanov requested to merge KBar/xfce4-xkb-plugin:update-copying into master

Initially, the source files did not have license headers. Since 898261b7, they're all licensed under GPL-2.0-or-later, however the COPYING file contains the wrong (BSD-2-Clause) license text.

Close #41 (closed).
