an panel plugin drops my caps settings if it's in panel.

Description

I use next command for switching my control key to a caps:

/usr/bin/setxkbmap -option "ctrl:nocaps"

and caps became control. but then after a 2 or 5 minutes, caps again became regular Caps. And if i remove that plugin from my panel, the problem is away. I use Us colemak layout and Russian(leagacy) layout and right alt for switching layouts.
