Add meson build

Under --auto-features=enabled there are issues like hddtemp is gone in debian/ubuntu repos, or, the pathchecks won't likely pass in a xfce-build image, ... I think I disabled all these things for now (for the pathchecks I kept a meson port in https://gitlab.xfce.org/-/snippets/49).
