Allow volume notification to show when 0 or 100 when using mouse scroll wheel

If volume is at 0% or 100%, if you use mouse scroll wheel on Speaker icon in Panel to decrease or increase volume, the volume notification does not show up on screen.
Should show notification regardless so user does not question if something is wrong, wondering why notification is not showing up.
I know that the speaker icon shows a label right above it, but the volume notification dialog does show up when setting is "on" so still should work in the same way.

I think both of these two items should be added so that they are consistent with each other.
Hopefully others agree.
