Allow volume notification to show when 0 or 100 when using hotkeys

If volume is at 0% or 100%, if you use hotkey to decrease or increase volume, the volume notification does not show up on screen.
Should show notification regardless so user does not question if something is wrong, wondering why notification is not showing up.

I think both of these two items should be added so that they are consistent with each other.
Hopefully others agree.
