Override fatal log level only in debug mode

Gaël Bonithon requested to merge Tamaranch/xfce4-indicator-plugin:fatal-log-level into master

The reason given for this override is only valid in debug mode. Otherwise it can override a lower log level set as fatal via G_DEBUG env var, and even affect the panel if the plugin is loaded as internal (which is currently the case on Wayland).
