Failed to execute child process "shell": Failed to fdwalk: Operation not permitted

This terminal is running inside xfce docker container.

Here is a full picture of the situation:

I've scoured the internets to find relevant information about this, and so far I haven't found anything pointing to a particular problem.

I found something on freebsd and there was an issue for glib which discussed this. I also saw reference to fdwalk in xfconf:

And that's about as far as I've gone to trying to figure out what the problem is.
