Port to Xfconf

Simon Steinbeiß requested to merge ochosi/xfce4-taskmanager:xfconf into master

Port from the rc file to xfconf. In order to keep the diff readable and for not having to refactor everything I stuck to the internal settings object and hooked it up to xfconf instead of the GKeyFile.

Note: the old settings are not migrated, because they almost exclusively effect the UI so it felt like overkill.
