Use GIRepository of libxfce4util and xfconf

Sean Davis requested to merge bluesabre/xfce4-screensaver:use-gi-repository-11 into master

This branch replaces subprocess module by Xfconf API, and locale by libxfce4util API. Moreover it suppresses warning, 'Gtk.Window.set_wmclass' is deprecated with Gtk >= 3.22.
