switch user, user stays locked out

xfce 4.14
when using xfce4-session 4.14.1-1 and using the switch user dialog, switching to the second user works OK, but swithcing back to the first user keeps the first user locked out. this happens with both xfce4-screensaver and light-locker, sysVinit and systemd.
to reproduce:
login to first user
utilize switch-user function
login to second user
switch back to first user with switch-user
provide user password
this should now give a "Session is Locked" black screen, eventually timing out and returning to the password dialog (lightlocker in my case, but similar with xfce4-screensaver).
