Clean up a bunch of build-related things

Merged Brian Tarricone requested to merge kelnos/xfce4-notifyd:build-system-cleanups into master
  • Use glib-compile-resources instead of xdt-csource
  • Don't hide glib-genmarshal behind MAINTAINER_MODE
  • Remove intltool in favor of plain gettext
