settings: Sort known apps by notification count

Simon Steinbeiß requested to merge ochosi/xfce4-notifyd:sort-apps-by-noise into master

If the notification log is enabled we sort the applications by how frequently they send notifications as opposed to by alphabet. If the notification log is disabled we show them sorted alphabetically as before.
