Allow Blocking Apps From Sending "High Priority" Notifications

Some apps heavily misuse notifications and send them as "High Priority", which overrides Do Not Disturb or app filters. In the event those app developers close any issue requesting to not do this, it would be nice to have an override at the notifyd level.
