Window position occasionally get set below panel when changing display configuration

Issue Description

I've noticed that when changing display configuration using the xfce4-display-settings --minimal window, it occasionally isn't visible anywhere on screen. Only when I found out I can change the window mode to be always on top I noticed that the window wasn't visible because the position gets set to be below the panel.

Steps to Reproduce Issue

It doesn't happen always for me, and I don't know how to reproduce it reliably. It tends to happen when I have a second display connected in extend mode, and then change the mode to mirrored via the xfce4-display-settings --minimal window.

Expected Behavior

I don't think any windows should become "unreachable" when changing display mode.
