Allow edge snapping to work on windows set to Always be on top

Currently if a window is set to Always On Top, its edges are no longer recognized by other windows with any of the window edge snapping settings.
-Cannot move window edges and snap into each other
-Also cannot drag adjust a windows edge into another windows edge that has this setting "on".

Suggesting to still allow a window that is set to Always On Top to be able to interact/snap with other windows.

If others have a reason not to want this, maybe this could be added in some kind of hidden setting in Settings Editor.

I have also tested this out with screen edge snapping / edge snapping and seems to work perfectly.
