Hide title of windows when maximized setting issues

(I do not think there is necessarily a solution for something like this but figured I would mention)
Standard Panel layout, bottom of screen, full screen width, using "Window Buttons".
I apologize because this might be a little difficult to explain.
This issue occurs when a combination of specific settings are applied.
This might be kind of be two fixes/requests but I will put in one post for now because closely related and easier to explain together.
Steps To Reproduce
PHASE 1
The first setting to apply is in
Window Manager Tweaks - Accessibility - Hide title of windows when maximized
set to "on"
Using Thunar for application example, launch Thunar maximized.
The title at top should be hidden due to setting applied above.
Now using setting Window Manager Tweaks - Accessibility - Key used to grab and move
Hold down modifier key and adjust the width of Thunar maximized window. As you adjust its width it is now no longer a "maximized" window but it does not get a title added to it.
No clue how this would even be done so probably not possible, but that is FIX/REQUEST 1, giving this adjusted window a title bar back during or after this adjustment occurs.
PHASE 2
Now close that Thunar instance
Then open up a new instance of Thunar and you may notice something undesired.
The window manager feature that remembers the last state of window before it is closed is applied to that instance of Thunar.
That previous state of Thunar originally had no title because it was maximized but then was transformed still without its title bar.
Now that new instance of Thunar that opens gets its title added back because it is no longer maximized but now that space gets added to the window, which makes Thunar status bar at bottom of window, hidden below Panel at bottom of screen.
Which is FIX/REQUEST 2, somehow adjusting so that the window fits onto screen properly when application is opened the next time.
