xfce4-panel with intelligent autohide-behavior does not appear above FullScreen window when set to above

When setting xfce4-panel with intelligent autohide behavior (autohide-behavior=2) to above (using wmctrl -r xfce4-panel -b add,above) it does not appear above a fullscreen window.

When setting xfce4-panel with no autohide behavior (autohide-behavior=0) to above it will appear above a fullscreen window.

A workaround was to run the following commands to restart the window manager now enables the intelligent autohide panel above a fullscreen window: wmctrl -r xfce4-panel -b add,above

xfwm4 --replace &

sleep 2

wmctrl -r xfce4-panel -b add,above

xfwm4 v4.18

xfce4-panel v4.18.6
