Windows titles are not scaling

After I changed window scaling (see https://docs.xfce.org/xfce/xfce4-settings/appearance?s[]=scaling#window_scaling) only a small part of windows have large titles (e.g. Chromium, ). All other windows stay with small titles with small buttons, some of them are not reacting on scaling at all.
