Incorperate KDE's work-around for certain maximized programs (supposedly GTK3 and GTK4?) not obeying Fitts' law for File/Edit/etc as well as the close button
Tested in Xfce 4.18 via manjaro-xfce-22.1.0-minimal-230421-linux61
with the program Document Viewer
(the default program for viewing PDF files) as well as Xfce 4.16) via Linux Mint 21.1. Also, this issue is most clear when the panel is on the bottom such as in the aforementioned Manjaro and Linux Mint.
Anyway, the issue is quite simple really - certain maximized programs, supposedly those that that use GTK3 or GTK4, straight-up do not obey Fitts' law and there is, for example, a gap between the top of the screen and File/Edit/etc as well as there being a gap between the close button and the top-right most pixel.
It's my understanding that this would normally this would be considered an upstream issue but, according to the KDE devs, we can in fact work-around the issue ourselves in breeze-gtk:
...and, to be clear, I can't code worth a darn, so this is more of a traditional bug report pointing out an issue (albeit one that also points out a possible fix).
