Always display title bar of current window in blue and the other title bars differently

Turning off ClientSideDecorations (CSD) under Xubuntu 22.04 has, besides the main reason to do so: to have the location of the Save button in its usual place at the bottom right, a pleasant side effect: With CSD, e.g. Mousepad shows the title bar of its window in gray, even if Mousepad is the active window. At least with Settings>Appearance>Surface Adwaita in combination with Settings>Window Management>Style Moheli or Daola, the title bar of the active window appears with a blue background and those of the others are gray. (I like Moheli better, because it has less "three-dimensional" effects than Daola - I'd prefer it without any of those bells and whistles. But that's a matter of taste).

I first noticed that with the Adwaita/Moheli or Adwaita/Daola combinations, the title bar of the current window can be displayed in blue, under Xubuntu 20.04. However, on Xubuntu 22.04 this does not apply to xfce4-keyboard-settings.

  5. Probably other system utilites are affected too. Which ones?
  6. Does anyone know an explanation for this?
  7. How can Xubuntu 22.04 make the title bar of the current window highlighted in blue and the title bars of non-active windows grayed out?
