All notifications grab focus with focus-prevention active

Since upgrading my system yesterday (Kernel: x86_64 Linux 5.4.231-1-MANJARO, OS: Manjaro 22.0.4 Sikaris, Xfce 4.18, Gtk 3.24.36, Intel HD Graphics 530, Theme Chicago95), I am experiencing a new, very annoying bug: I can't use focus stealing prevention anymore because then every time a notification shows up, the focus is taken away from the active window to the popup for as long as the popup shows. I don't understand how that is possible as popups should be default never be able to even receive focus (?), but that's somehow what's happening.
This applies to e.g. notify-send but also volume change popups etc.
Here's a short video demonstrating the problem, first without focus stealing prevention (the default) where it still works properly, secondly with focus stealing prevention: Suddenly, when the notification shows, focus is taken away from the window at the right. Ironically, focus stealing prevention mechanism now steals my focus.
