Alt tabbing skips first item if switching from desktop/windows unfocused

Expected behavior: Clicking on desktop unfocuses all windows and alt tabbing will select first item in alt tab cycle list/menu.

Actual behavior: Clicking on desktop unfocuses all windows and alt tabbing selects second item and skips first item in alt tab cycle list/menu.

Since the last used window looks like it's unselected and in the background the alt tab cycle list/menu should reflect that.
