Feature request: add possibility to have separate workspace per monitor

Right now xfwm treats 2nd monitor as an extension of the current workspace

I wish xfwm4 had an ability to use separate workspace for each monitor like it works in i3 tilling manager - https://i3wm.org/docs/userguide.html#multi_monitor
