Make keeping of tiled windows when removing outputs optional

In Xfwm4-4.16.1, tiled windows are transferred to the remaining output when the output they were on is removed. I think this is inconsistent and potentially unwanted behavior.

1. Regular (untiled) windows will remain in "no man's land" beyond visible space unless moved manually, making thins inconsistent
2. Windows that tiled well on one monitor might become too small if tiled on another (think large monitor reduced to laptop screen after undocking)
3. Maybe the disabled output is transient (e.g. I move my laptop from home to office, both of which have a large screen) and I don't want my windows moved

So having this tiling transferance configurable would be very much preferable. After that, one could consider for the sake of consistency: Should all windows be moved from a removed output to a remaining one automatically, instead of being restricted to tiled windows?
