Middle Clicking to Paste when Click to Focus is enabled does not focus the window that was pasted into

Description

User-Agent: Mozilla/4.0 (compatible; MSIE 6.0; X11; Linux x86_64; en) Opera 9.10 Build Identifier:

I have Click to Focus enabled

I select out of window 1, and middle click into window 2 to paste in previous versions of xfce, it would focus window 2 currently it pastes into window 2, but window 1 is still focused

Reproducible: Always

Steps to Reproduce:

1. select out of window 1
2. middle click into window 2

Actual Results:
Pasted into window 2, but window 1 is still focused

Expected Results:
paste into window2 and window 2 gets focused
