Some windows skip first scroll event

Description

Steps to reproduce:

• Open xfce terminal
• Open a long man file and scroll to a middle, so that scroll events are well noticable (or just make sure that command line shows history when you scroll with the mouse)
• Move mouse pointer out of terminal window
• Move mouse pointer back to terminal
• Scroll using mouse wheel

Expected behavior:
Terminal window reacts to scroll

Actual behavior:
After first scroll nothing happens. Only a second scroll is being sent to a window.

This bug effects other (but not all) applications. Transmission is affected too, clementine is not
