"Always on Top" visible for dialogs, but not working

Description
Some application menu items like "Always on Top" seems only to work for windows and not dialogs, but they are visible for some dialogs to. But selecting "Always on Top" seems to do nothing for dialogs. In some dialogs the menu item is greyed out but not all.
If i get a error dialog from the Trash applet/plugin i can select "Always on Top" but it does nothing. If in Thunar i select Help > About i get a dialog where "Always on Top" is greyed out.
