[PATCH] Allow maximized_offset to be negative

Description

Created attachment 8584 Patch for removing the restriction on maximized_offset.

This patch removes the restriction that maximized_offset must be positive, which from my testing, appears to be unnecessary. This will not break existing themes. The restriction is present on XFWM 4.12 also.
