Don't put minimized windows on the end of the cycle list

Description

Created attachment 2402 Add WM tweak option

I was used to 4.4 cycle behavior, that cycling list stack is created according to last-used window. Now minimized (hidden) windows are always last. Let the user choose in the window manager tweaks.
