Switch application returns to the wrong window of an application when switching back to it

Description

Test case:

• 3 windows (1, 2 and 3) from App A, 1 window from App B.
• Start from A1
• Switch app to B
• Switch app to A, land on A2
• Switch app to B
• Switch app to A, land on A3
• Switch app to B
• Switch app to A, land on A1 at last

Expected behaviour: Systematically land back to last active window of any app on the workspace, or last active window on any workspace if Alt-Tabbing across all workspaces.
