Reserved Space fails to follow panel when moved to 2nd display

Description

Running multi-headed with large plasma screen as the display 1 and smaller LCD for display 2. When first installed the panels came up on the display 1 as expected. However when they were moved to display 2 the reserve space did not follow the panels. The reserve space cannot now be turned on or off which means all new windows on display 2 come up with the top window decorations below the top panel, and on display 1 there is a panel-sized hole that windows cannot be moved over and only goes away with full-screen mode on an application.
