decorations not functioning properly

1. OK ALL chromium based browsers are having an issue. If you uncheck use system title bar and borders, which is supposed to hide the system border. The border remains and you can see the browser window and the compositor window are offset. This is using --ozone-platform=wayland. Also on chromium based browser using --ozone-platform=wayland the task bar and title bar icons colors change for some reason as if the icons are not being rendered properly.

2. MPV media player you cannot toggle the border as expected. If you use debug you can see that MPV makes the request to change the mode and the compositor either ignores it or fails because the mode never changes.

3. If you open the window manager settings and attempt to change themes to a non border non icon theme, it ignores the themerc and keeps the border and the icon.

Steps to reproduce.

1. Uncheck use system title bar and border while using --ozone-platform=wayland.

2. Attempt to toggle the border using MPV

3. Attempt to use non icon or non border theme (such as greybird dark)
