xfce-session/xfce-panel/xfdesktop not following theme
using XFCE4 on gentoo linux, anything under xfce-session/xfce-panel/xfdesktop will not follow the theme set in xfce4-appearance-settings. a few specifics are xfce-session-logout, anything in xfce-panel that isn't controlled by another app (show desktop/action button plugins), the folder icon for /home/user/desktop, and the tree menu that appears when right-clicking on the desktop. attached are pictures of the issue (note: i am using We10x icons, essentially stylized a stylized windows set. the offending icons are what i beleive to be adwaita.)
attached are three pictures. the first picture shows the action buttons and show desktop plugin using the wrong theme, the desktop folder icon being incorrect, and part of the "desktop tree" menu being wrong. of note is that part of the tree is incorrect, it only seems to be icons associated with the three groups that are wrong. the second picture shows xfce-session-logout with the incorrect theme. the third shows applications in the whisker menu themed incorrectly, but again only those from the above groups, and everything in the "add to panel" menu of the incorrect theme.
lastly, this is only happening with my gentoo install. i have what is virtually an identical setup on Artix that is themed 100%.
