XFCE Desktop handles the second click only

Description

It happens sometimes. I don't know conditions:

1. Click on desktop icon.
2. Nothing happens.
3. Click on desktop icon.
4. Desktop icon selected.

Seems like the same about right click.

Do we have a bug for this?
