This window started appearing after waking up system after upgrading libxfce4windowing to 4.20.6

Issue Description

After upgrading to libxfce4windowing to 4.20.6, this window started appearing after waking up the system.

Steps to Reproduce Issue

1. upgrade to libxfce4windowing to 4.20.6 and restart session
2. suspend system
3. wake up system
4. This dialog window appears minimized every time I suspend and then wake up system

Expected Behavior

This windows should not appear and if it does, it should save settings.

I use to rebuild applications if any library is upgraded. In this case, I rebuilt: xfce4-docklike-plugin 0.5.1, xfce4-panel 4.20.7, xfce4-pulseaudio-plugin 0.5.1, xfce4-screensaver 4.20.2, xfce4-session 4.20.4 and xfdesktop 4.20.2
