"Safely remove" in context menu is missing for USB hard drives but not USB thumb drives, yet Thunar lists "Safely remove" on both types

Issue Description

When you right-click on a USB hard drive's desktop icon, the "Safely remove" option is missing.

Steps to Reproduce Issue

  1. Make sure the "Removable drives" desktop icon is enabled
  2. Connect a USB hard drive (a USB adapter or enclosure paired with an internal hard drive can also be used)
  3. Double-click on the USB hard drive's desktop icon to mount it if it isn't already
  4. Right-click on the USB hard drive's desktop icon and observe

Expected Behavior

"Safely remove" should be included in the right-click context menu that appears in the aforementioned step 4

Additional Information

The "Safely remove" option is present if you right-click on the desktop icon for a USB thumb drive.

Similarly this "Safely remove" option is present for both USB hard drives and USB thumb drives if you right-click on them within Thunar proper.

Not shown in the screenshots is that I even confirmed this occurs with a WD Passport which is a hard drive that natively uses a USB controller (i.e. cannot be "shucked": https://youtube/watch?v=TxN2fEN_ap8 )

Also, FAT32 vs NTFS doesn't seem to make a difference.
