XML file writing broken by taking into account the locale

A recent change in Libxfce4util enabled translations for xfconfd, which probably never worked before.

As a result, XML files for saving configurations are written in a locale-dependent way, which breaks the readback of float or double values afterwards because of the decimal separator: see xfce4-panel#656 (closed).
