problem with Keyboard Application Shortcut

Sorry If this is not the place to post.

My certain Keyboard Application Shortcut doesn't work and always need to be reset when it restart setting are exists in the I have to edit again to get it working. I don't have the version but this problem started around xfce4 version 4.15 after I upgrade the system.

Now days I run something like xfconf-query -c xfce4-keyboard-shortcuts -p '/commands/custom/<Primary><Alt>t' --create --verbose --type string --set "xfce4-terminals" every time after I open the computer. I run the xfce4 via .xinitrc configuration with exec xfce4-session and started by startx script.

Recently I Try to test this case making the fresh new user and starting up the xfce4-session strangely it works.

I thought there was something wrong with the config since its the same configuration back from 2018 last time setup the xfce4. and delete the ~/.config/xfce4 still the shortcut doesn't work.
