[PATCH] xfconf fails to save xml settings if directory ~/.config/xfce4/xfconf/xfce-perchannel-xml/ does not exist

To reproduce: rm -fvr ~/.config/xfce4 and try to save any settings, they will not be saved, file *.new won't be created.
