Revert back the labwc config path to upstream

settings for labwc used by xfce was moved to $XDG_CONFIG_HOME/xfce4/labwc instead of $XDG_CONFIG_HOME/labwc which makes labwc-tweaks-gtk broke. Please follow the labwc config paths instead of creating new path unless provide gui tools for configuring labwc settings for xfce.
