Add ability to cycle through tabs using mouse scroll wheel

Suggesting to add the ability to cycle through tabs when you use mouse scroll when mouse cursor is in tab bar of any settings dialog.
Mouse scroll down = go to next tab to the right
Mouse scroll up = go to next tab to the left

XFCE Terminal tabs within GUI (not Preferences dialog tabs) have this capability.
Developers can use as an example if want to try this and also maybe can use the code to add this to all Settings windows that contain tabs.
