"Appearance" program - has a major multi-second lag/delay between the window appearing and being able to interact with it

in Mint 21.3 and Mint 22 beta (tested via the live ISOs), simply open the "Appearance" program and try to interact with the window right when it appears.
(Mint 21.3 beta uses Xfce 4.18.4, and Mint 22 beta uses Xfce 4.18.8)
For whatever reason, there's like a 5 to 10 second lag or delay before you can actually interact with the window content.
However, the fact that it doesn't happen in happen on Mint 21.2 (which has the exact amount of themes and icons) nor does it happen in Xubuntu 24.04 makes this a particularly peculiar issue, especially since Mint 21.2 also uses Xfce 4.18.4 and Xubuntu 24.04 also uses Xfce 4.18.8.
EDIT: Mint 21.1 (Xfce 4.16.10) had something like a 1-2 second delay before you could interact with the window that appeared, but Mint 21.2 seems instantaneous from what I can tell.
To be clear, I'm not referring to the time it takes for the window to appear but rather, once the window appears, there's a 5-10 second delay before you can actually interact with it. This is despite using particularly fast hardware with an SSD.
