Display settings reset to "mirroring" after display reconnects

This seems similar to the old bug 11107 -- as well as the problem described in here:

  1. The two monitors are configured side-by-side, with no mirroring: image
  2. If I turn off one of them, all of the windows from it migrate to the remaining (which is unexpected, but might make sense).
  3. After I turn it back on, it begins showing the mirror-image of the other instead of getting its windows back:
  4. Opening up the "Displays" setting-applet, I see the mirror mode on: image
  5. Unchecking it is not enough -- the monitors reappear separately, but in the order reversed from the original: image
  6. I also have to restore the monitors' position relative the other -- and "Apply".

Only then do the windows migrate back to the positions they had before...
