Make xfce4-keyboard-shortcuts.xml scriptable

Hi,

thanks developing XFCE. With a fresh install commonly must disable most of the default-shortcuts, as they go into my way. Doing this by hand again and again is cumbersome.

Therefor edited

/home/my-name/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml

After a restart however, the edits were gone.

Found /etc/xdg/xdg-xubuntu/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml and /etc/xdg/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml

whose edits turned out persistent, but that's not the user-space.

Being on xfce 4.16 Linux 5.15.0-75-generic #82-Ubuntu SMP Tue Jun 6 23:10:23 UTC 2023 x86_64 x86_64 x86_64 GNU/Linux
