With other Windowmanagers than XFWM, keyboard shortcuts don't work before first window

Description

Steps to reproduce:

  1. Install another windowmanager like kwin or compiz. (I'll continue this description for kwin). kwin is included in the package kdebase-workspace, at least on arch linux, which is what I'm using.

  2. Start a XFCE session, don't open any windows yet.

  3. Hit Alt+F2 and enter "kwin --replace".

  4. Try a keyboard shortcut like Alt+F2. NOTHING HAPPENS. (Not even a debug entry in XFSETTINGSD_DEBUG=1 xfsettingsd output.)

  5. Open any window and try the keyboard shortcut again. It will work.

  6. Close all windows and try the keyboard shortcut again. It won't work.

Expected behaviour:

Also in step 4. and 6. keyboard shortcuts should work.

For me, this is 100% reproduceable, on 32bit and 64bit and with kwin and with compiz with different computers running an up to date arch linux.
