All menu icons are gone in Xfce 4.18 (i.e. Settings -> Appearance -> Icons has all options turned off by default)
It looks like the Settings Tab in Settings->Appearance now has all options turned off, including "Show images in menus".
When I create a new user, all I see in the xsettings.xml file is this -

xsettings.xml under /etc/xdg/xfce4/xfconf/xfce-perchannel-xml is the complete file with icons enabled (attached).xsettings.xml
The strange behavior is that once I re-enable the icons, everything functions normally. If I upgrade Xfce 4.18 in place, user settings are also clobbered.
System Info: Fedora 37 and 38-pre-release x86_64 xfce4-settings 4.18.2 xfce4-session 4.18.1
